The big picture: rest on Mactan, one day in Cebu City

Cebu works well in 5 to 6 days. This route spreads the guide's plan over 5 days (3 nights): days 1-2 for checking in and resting on Mactan, day 3 for island hopping, day 4 for old Cebu City and Tops Lookout, and day 5 for an early day trip. The first and last days are travel days, so trim or shift them around your flight times.

Pick your base by trip style. For a family trip or honeymoon focused on relaxing, Mactan Island suits best: it is close to the airport, its resorts have private beaches and pools, and it is near the island-hopping departure points. For city sights and dining, Cebu IT Park is a tidy district of restaurants, cafés and hotels where walking around at night is relatively comfortable; for shopping and convenience, stay around the big city malls.

Between Cebu City and Mactan, a ride-hailing app is the easiest and safest option, but bridge traffic gets heavy at rush hour. Keep that in mind on the day you head into the city from a Mactan base.

Days 1-2: Check in on Mactan, then a slow day

On day 1, plan nothing beyond checking in on Mactan. From the airport to Mactan resorts, a resort or hotel pickup, a ride-hailing app or an airport taxi all take about 15-30 minutes. Resort pickups are either included or charged extra depending on the hotel, so check and book ahead for peace of mind. The airport post compares the options in detail.

Day 2 is for sleeping in and spending the afternoon by the resort pool and beach. On a hot afternoon, try halo-halo: shaved ice layered with fruit, jellies, milk and ice cream.

Some Mactan resorts run shuttles to malls or the city. If you want to shop in the evening, ask whether yours has one.

Day 3: Morning island hopping, afternoon rest, seafood or lechon

Island hopping is Cebu's signature trip: a bangka (local boat) tour of the islands around Mactan with snorkeling stops. Choose a reputable operator with life jackets and safety gear, and always wear the life jacket. If the weather turns bad, don't push it; reschedule. That is why it helps to leave room to swap this day with another.

In the water, don't stand on or touch coral, and use reef-friendlier sunscreen where you can. Head back to the resort for an afternoon rest.

Dinner is seafood or lechon. Lechon is whole roast pig with crackling skin, a Cebu specialty often sold by weight or per serving. For sutukil, you pick your seafood and have it grilled, cooked in soup or served ceviche-style; check the price per kilo and the cooking fee before ordering.

Day 4: Old Cebu City, mall shopping, Tops Lookout at night

Start in old Cebu City. The Basilica del Santo Niño and Magellan's Cross, symbols of Philippine Catholic history, stand side by side, and Fort San Pedro, a small Spanish-era fort, fits easily into the same old-town walk. The basilica is a place of worship, so dress modestly and keep quiet.

In crowded spots such as the old town, keep your phone and wallet in front of you. Jeepneys are very cheap shared local transport, but routes are confusing and crowded, so treat a ride as a short experience. Jeepneys, taxis and stalls need cash and often lack change, so carry small notes. In a white metered taxi, ask for the meter.

Spend the afternoon around the big city malls for shopping and a meal; they are also a good option on a rainy day. In the evening, go up to Tops Lookout, the mountaintop viewpoint above Cebu City, for sweeping night views of the city and sea. The road is winding, so use a ride-hailing app or a car.

Day 5: Early day trip to Moalboal and Kawasan Falls, or Bohol

The last day starts early. Moalboal is a seaside town in southwest Cebu where you can snorkel right off the beach among huge schools of sardines and spot sea turtles. Kawasan Falls has turquoise pools and a popular canyoneering route down the river; choose operators with professional guides and proper safety gear. Tour vans are easiest for Oslob and Moalboal.

If you choose Bohol instead, the neighboring island is known for the Chocolate Hills and tiny tarsiers. The ferry from Cebu City's port takes about 2 hours, so start early, and sailings can be cancelled in bad weather. For a Bohol plan and getting between the islands, see the Cebu and Bohol post.

Oslob is famous for close encounters with whale sharks at dawn, but the sharks are attracted with feeding, which raises animal-welfare concerns, so think carefully about whether to take part. After the day trip, head to the airport; between the airport and Cebu City a ride-hailing car takes about 40-90 minutes depending on traffic.

Before you go: getting around, budget and when to visit

To get around Cebu, mix ride-hailing apps, white metered taxis, jeepneys, resort shuttles and tour vans, and boats (bangkas for island hopping, ferries to Bohol) as needed. Don't drink tap water; buy bottled water.

Budget per person per day: about 1,800 PHP on a shoestring (guesthouse, local eateries, jeepneys), about 5,000-7,000 PHP mid-range (hotel, restaurants, ride-hailing, island hopping), and about 15,000 PHP+ for a Mactan resort and private tours. Resort prices rise sharply in peak holiday seasons.

Climate normals for 1991–2020 at Mactan-Cebu International Airport station (Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) submission · WMO normals collection (NOAA NCEI)) show about 56-135 mm of rain per month from January to May and about 158-211 mm per month from June to October and in December. The wettest month is July (about 211 mm) and the driest is April (about 56 mm). Daytime highs stay around 30-33°C all year, with lows around 24-26°C.

FAQ

How many days do I need in Cebu?

5 to 6 days is a good length. With 5 days (3 nights) you can fit in resort time on Mactan, island hopping, a day in Cebu City and a day trip; an extra day lets you spend 1-2 nights in Moalboal, around 3 hours by car from the city.

Can I stay on Mactan and visit Cebu City?

Yes, that is day 4 of this route. A ride-hailing app is the easiest and safest way between Cebu City and Mactan, but bridge traffic gets heavy at rush hour. Some Mactan resorts run shuttles to malls or the city.

When is the best time to visit Cebu?

January to May, when rain is lower, is best, especially January to April with clear skies and calm seas. From September to November typhoons can cancel island hopping or ferries, so keep some slack in your plan.

Is there anything to prepare before arrival?

Entry requirements and electronic arrival registration rules can change. Check official Philippine government sources before you travel.
