Cebu Airport (CEB) to Mactan Resorts and Cebu City

Cebu's airport (CEB) to Mactan resorts and Cebu City: hotel pickup, ride-hailing app or airport taxi, with times, costs, areas and an arrival checklist.
Published · Updated
Cebu's airport (CEB) is on Mactan Island
A Cebu trip starts at the airport (CEB) on Mactan Island. The airport sits on the same island as the resorts, so Mactan resorts are close, while Cebu City is a little further across the bridge. When you book, check that the arrival airport on your ticket is Cebu (CEB).
There are three main ways out of the airport: a resort or hotel pickup, a car booked through a ride-hailing app, and an airport taxi. All of them go by road, so your travel time depends on where you're staying and on traffic.
Below we go through each option, how to reach each area, and how to continue south or to Bohol. All times are approximate; check prices with your hotel, the app or official information.
Resort or hotel pickup: the easiest for Mactan resorts
If you're staying at a resort on Mactan Island, a resort or hotel pickup is the easiest option. It takes about 15-30 minutes to Mactan resorts.
The cost varies by hotel: some include it in the room rate and some charge extra. When you book, ask whether pickup is included or needs to be requested separately. Booking ahead is reassuring, because you won't have to hunt for a ride when you land.
Some Mactan resorts also run shuttles to malls or the city. If you plan a day in Cebu City during your stay, check whether your resort has one.
Ride-hailing app or airport taxi: if you're heading to Cebu City
With a ride-hailing app the fare is fixed in the app, so there's no haggling. You board at the designated pickup zone at the airport. It takes about 15-30 minutes to Mactan and about 40-90 minutes to Cebu City, depending heavily on traffic. Check the fare in the app.
A ride-hailing car is also the easiest and safest way between Cebu City and Mactan. Bridge traffic gets heavy at rush hour, though, so allow plenty of time if you're staying in Cebu City.
Airport taxis leave from the official taxi rank. The time is similar to a ride-hailing car, and the cost is similar or slightly more. Regular metered taxis are usually cheaper than airport taxis. Most regular taxis in Cebu are white; ask for the meter when you get in, and carry small notes as drivers may lack change.
Getting to each area
Which option suits you depends on whether you're staying on Mactan Island or in Cebu City. Here's how each main area connects from the airport.
Staying in Cebu City makes it easy to see the historic sights such as Santo Niño, Magellan's Cross and Fort San Pedro in a single day. You can also stay at a Mactan resort and spend one day in Cebu City.

- Mactan Island resorts (families, honeymoons, relaxing): close to the airport, with resorts offering private beaches and pools. About 15-30 minutes by resort pickup or ride-hailing car, and near island-hopping departure points
- Cebu IT Park (city sights, dining): a tidy district of restaurants, cafés and hotels where walking around at night is relatively comfortable. About 40-90 minutes to Cebu City by ride-hailing car
- Around the big city malls (shopping, convenience): easy eating and shopping. You'll be heading into Cebu City, so allow for rush-hour traffic on the bridge
Continuing south (Moalboal, Oslob) or to Bohol
Moalboal is a seaside town in southwest Cebu with sardine runs and sea turtles. It's around 3 hours by car from the city, so a night or two there works well. You can also pair Moalboal with Kawasan Falls as an early-start tour.
Around Oslob, at Cebu's southern tip, is where people go for whale sharks and waterfalls. Many activities start at dawn, so some travelers stay nearby. Tour vans are easiest for Oslob and Moalboal.
Bohol ferries leave from Cebu City's port. Trips can be cancelled in bad weather, so check before you go. The post linked at the end covers visiting both islands in more detail.
