The short answer
In winter (December-February), Hakodate's daytime highs are only about 1-3°C and nights drop below freezing. Expect snow and icy streets in winter, so warm layers and shoes with good grip are the heart of your packing.
The other thing to know: the Mt. Hakodate road closes to vehicles in winter, so you go up for the night view by ropeway or bus. In December, the Christmas Fantasy lights up the Bay Area.
How cold does it get? December-February normals
These figures are Japan Meteorological Agency 1991–2020 normals (Hakodate station). Lows are below freezing in all three months, so streets ice over easily after dark.
Precipitation includes both rain and snow. Check the forecast for actual weather and snow before you go.
- December: high about 3°C, low about -4°C, precipitation about 95mm
- January: high about 1°C, low about -6°C, precipitation about 77mm
- February: high about 2°C, low about -6°C, precipitation about 65mm
What to wear and pack
Even daytime highs are only about 1-3°C, so a warm coat, gloves, a hat and a scarf are the basics. Indoors and on trains it can be warm, so easy-to-remove layers work better than one heavy outfit.
Shoes matter most. Motomachi's slopes are steep and slippery in winter, so wear shoes with good grip. People often wait from around sunset for the Mt. Hakodate night view, so dress for night temperatures (lows about -4 to -6°C) before you head up.
- A warm, windproof coat
- Several thin, easy-to-remove layers
- Gloves, a hat that covers your ears, a scarf
- Shoes with non-slip soles and spare socks
- A small towel for the Yunokawa Onsen footbath
Winter sights and events
In December, the Christmas Fantasy lights up the Bay Area. Check the official schedule for exact dates. The Kanemori Red Brick Warehouses, built in 1909, look best when lit up in the evening, which makes them a natural stop on a cold winter evening.
The ropeway reaches the Mt. Hakodate summit observatory in about 3 minutes (about ¥1,800 round trip). It's busiest for an hour or two around sunset, so go up a little early. There are inspection closures, so check official information too.
On a cold day, take the tram to Yunokawa Onsen and rest your feet at the free footbath in front of the stop. A seafood rice bowl at the morning market by Hakodate Station and clear-broth shio ramen in the evening are classic Hakodate flavors.

Getting around in winter, and closures
The Mt. Hakodate road closes to vehicles in winter, and private cars are restricted on peak-season evenings. Use the ropeway or buses.
In town, the tram (streetcar) linking Hakodate Station, Jujigai, Goryokaku and Yunokawa Onsen is the backbone. Fares are about ¥210-260 by distance, and a one-day pass is available. Nationwide IC cards work too; tap the reader both when boarding and when getting off.
From New Chitose Airport, take JR to Minami-Chitose and change to the Limited Express Hokuto. Train time alone is about 3 hr 10 min or more, and all seats are reserved, so you need a reserved-seat ticket. Hakodate Airport has no railway; buses take about 20 minutes to Hakodate Station.
A short winter itinerary: 3 days
Here is the guide's itinerary trimmed for winter. It is cold, so keep most of the walking for daytime and save the evenings for lights and the night view.

- Day 1: JR from New Chitose Airport to Hakodate, check in near the station, then an evening Bay Area stroll (the Christmas Fantasy in December)
- Day 2: Seafood bowl at the morning market, Motomachi slopes and churches (watch your step), then the ropeway up Mt. Hakodate at dusk
- Day 3: Tram to Goryokaku Park and Tower, the Yunokawa Onsen footbath in the afternoon, shio ramen for dinner
- One more day: like the guide's Day 4, take JR to Onuma Park (about 20-30 minutes by limited express), then head toward Sapporo or the airport
Budget and checks before you go
The guide's daily budget per person is about ¥7,000-10,000 on the low end (guesthouse, ramen, tram), about ¥16,000-24,000 mid-range (business hotel, seafood, ropeway) and about ¥45,000+ at the high end (onsen ryokan, crab dinners). A reserved seat on the limited express between Sapporo and Hakodate is about ¥9,800.
From November 1, 2026, tax-free shopping switches to a refund system: you pay the tax at purchase and get it refunded after customs checks your goods at departure. Check official information on this and on Japan's entry procedures.
